引导功能是省级党委最重要的功能之一。本文在分析界定引导功能及理性释放的基础上,以近年来省级党委提交党代会分别审议的两次工作报告为切入点,对引导功能的释放实效、表现特点和结论意义进行了分析探讨,认为下一步引导功能的释放应以贯彻落实科学发展观为根本指向。
