《中华人民共和国消防法》(以下简称《消防法》)是集中全国各地的消防工作实践,历时4年零4个月而制订的,整个法规从消防工作的客观规律出发,围绕监督责任划分、火灾预防、消防组织、灭火救援和法律责任等五个主要方面的内容,对完整的消防工作规律作了过程式,扫描式的精要概括和具体诠释,已经成为历史的消防工作实践,概莫能在《消防法》之外。 “预防为主、防消结合”的消防工作方针,“隐患险于明火,防范胜于救灾”的科学论断,充分说明了火灾预防在全部消防工作中的重要地位。为此,《消防法》第二章专门对火灾预防作出了具体规定。 第八条 城市人民政府应当将包括消防安全布局、消防站、消防供水、消防通信、消防车通道、消防装备等内容的消防规划纳入城市总体规划,并负责组织有关主管部门实施。公共消防设施、消防装备不足或者不适应实际需要的,应当增建、改建、配置或者进行技术改造。 对消防工作,应当加强科学研究,推广、使用先进消防技术、消防装备。
