The incentive mechanism and restraint mechanism of non-coal industry in coal industry are put forward, including the implementation purpose and basic connotation of this mechanism. It involves flexible employment mechanism, high risk mortgage system, annual salary system, audit system, supervision system of salary distribution, profit sharing System, rating system and many other aspects. The mechanism has been successfully implemented in Yiwu Coal Industry Group Huaxing Industrial Co., Ltd., and achieved significant economic benefits.
