本文基于工业化、城市化进程中国家扶持小微企业发展壮大的历史背景,立足北京市小微金融巨大市场潜力,通过对首都同业小微金融模式的借鉴,特别是对三类代表性模式的对比(信贷工厂模式、专营支行模式、事业部模式),结合我行小微发展模式现状及存在的问题,提出下一步小微模式优化的思路及方案。即:以信贷工厂模式为主线,打造相对独立、职责清晰的小微金融业务管理条线,强化专业化经营,在分支行设置专门的小微金融机构;适当下放权限,对试点中心转授一定的业务权限,派驻专职审查人;流程按照金额不同(例如以1 000万元为界限)分别采用适合零售银行的专业化“信贷工厂”模式以及普通法人流程;加大资源倾斜,提高考核权重,加强人员配备,充分体现小微金融零售银行特点,在防控风险的基础上,充分调动基层业务发展积极性,确保小微金融实现持续稳健发展,为全行信贷结构调整、壮大客户基础作出应有贡献。
