加快高新技术开发和产业化 ,既是提高经济效率、综合国力、保障可持续发展的基本政策 ,也是增强我国经济的国际竞争力的根本性举措。但是 ,如何认识并实现高新技术产业化却是一个复杂的社会系统工程。笔者认为 ,高新技术产业化是一个将“高新技术”转变为“产业”的过程 ,在这个“过程”中 ,虽有诸多制度政策、运作机制等在发挥着作用 ,但创业投资、创业板市场是不可或缺的关键性机制。
Accelerating the development of high-tech industries and industrialization are not only the basic policies for enhancing economic efficiency, comprehensive national strength and safeguarding sustainable development, but also the fundamental measures for enhancing the international competitiveness of our economy. However, how to recognize and realize the industrialization of high-tech is a complicated social system project. The author believes that the industrialization of high-tech is a process of transforming “high-tech” into “industry”. Although many institutional policies and operational mechanisms are playing a role in this “process,” venture capital and the GEM Is an indispensable key mechanism.
