为总结和推广各地发展特殊教育的经验,进一步推进全国特殊教育的发展,国家教委、国家民政部和中国残联联合发文,表彰1994年发展特殊教育,在残疾儿童少年义务教育方面取得显著成绩的197个县、市、区。这些地区的政府重视特殊教育,在普及义务教育的工作中,采取积极措施,努力提高残疾儿童少年入学率;凡30万人以上的县、市、区,均建立了特殊教育学校;30万人以下的都在普校设置了特教班;普遍开展残疾儿童随班就读工作;盲、聋、智残儿童入学率在城市和发达地区的县、市、区分别达到80%以上,其它地区的也分别达到了60%以上;其中职业教育也取得了一定的成绩。
