自2005年以来,铁路投资逐年跨越式增长。而日前铁道部公布的数据却显示,今年6～8月份,铁路的固定资产投资呈逐月下降的趋势。其中,8月份铁路单月投资金额为353.04亿元,同比下降54.29%,下降速度较7月进一步加快。由于资金短缺,当前哈佳客专、郑徐客专、海南西环等规划客运专线开工被暂缓,津保铁路、云桂铁路云南段以及合福高铁等在建铁路已停工。安全生产压力和融资难导致的铁路投资下降不仅已经波及到其它相关行业,也引起了人们对中国铁路发展方向的种种猜测。
Since 2005, railway investment has been leaping from year to year. The data released by the Ministry of Railways recently showed that from June to August this year, the railway investment in fixed assets showed a downward trend month by month. Among them, in August the railway single month investment amounted to 35,304,000,000 yuan, down 54.29%, the pace of decline further accelerated in July. Due to shortage of funds, the start-up of the planned Passenger Dedicated Line including Harbin-Jiakang College, Zheng Xu College, Hainan Xihuan and other cities was suspended. The railway under construction such as Jinbao Railway, Yun-Gui Railway Yunnan Section and He-Fu High-speed Railway have been suspended. The pressure of safety in production and the decline of railway investment caused by financing have not only spread to other related industries, but also aroused people’s speculation about the direction of the development of China’s railways.
