如果我们说:城市房产经过十年的市场开发后已经基本饱和。大量城市房产被闲置的同时却出现了大量的城市无房者。特殊人士和机关甚至超越实际需求,超需要随意占有办公和居住用房。一些社会主体居然将闲置房作为投资手段而谋求暴利。政府调整社会房产资源分配的能力不仅越来越低下而且没有依据。房产价格脱离了经济发展的一般规律。(国际成熟经验告诉我们,一般城市房屋的总价格应该在国民年平均收入的三倍左右。以中原城市郑州为例,百平方米房屋需要50万元以上,是公民年平均收入的25倍。)超量的房产泡沫必然成为经济和体制崩溃的重磅炸弹。几乎所有的文明国家法律都打压房屋闲置行为.我们的立法设计就是从这个基础上开始的。
