The municipal government complied with the spirit of the party Central Committee and the State Council’s directives on accelerating the development of Shanghai and the development of Pudong, and proposed the concept of accelerating the development of the tertiary industry in the 1990s and realizing the transfer of Shanghai’s urban capital, economic system, and industrial goals.
