高检发刑字[1991]72号各省、自治区、直辖市人民检察院、军事检察院:最近,中央社会治安综合治理委员会召开电话会议,部署在全国范围内开展反盗窃斗争。为了贯彻落实这次电话会议精神,严厉打击严重盗窃犯罪活动,特作如下通知:一、各级检察机关要组织全体干警学习乔石同志和其他领导同志在“反盗窃斗争电话会议”上的讲话,积极参加反盗窃斗争。当前,盗窃犯罪活动猖獗,重大、特大盗窃案件明显增加,严重危害社会安定,破坏国家经济建设的顺利进行,影响人民群众的安全感,
