内河水路运输自古有之,在中华五千年历史文明中发挥着极为重要的作用,中国古代城市大多依水而建就足以说明水运是中国古代经济必不可少的组成部分。但长期以来中国内河水路运输只承担着“运输”这项单一的职能,而且运输速度慢,水陆运输网络衔接差,受地理环境和运输对象限制,严重制约了中国内河水路运输的发展。随着全球经济一体化进程的不断加快,国际贸易数量显著增长,内河航运企业迎来了快速发展的机遇,内河航运作为远洋运输的起点和终点、各种物流要素的结合点和重要信息的交汇点,集商品流、信息流、资金流和人才流于一体,正在由“运输中心”
