房地产业是关系国计民的重要产业,其健康发展对我国经济健康发展至关重要。2003年以来,国家密集出台了众多房地产调控政策,但是房价仍然居高难下,政策调控的预期目标并没有实现。作为房地产市场的直接参与者,房地产的价格跟地方政府的行为有着直接或间接的关系。本文分析了高房价背后地方政府的所获得的财政收益、政绩收益以及寻租收益,指出地方政府的“经济人”本性会驱使地方政府做出种种有限理性的行为,推动房地产价格继续上涨。
The real estate industry is an important industry that is related to the national economy and the people’s livelihood. Its healthy development is of vital importance to the healthy development of our economy. Since 2003, a large number of state-owned real estate regulation and control policies have been promulgated by the state. However, housing prices are still hard to come by, and the expected goal of policy control has not been achieved. As a direct participant in the real estate market, the price of real estate has a direct or indirect relationship with the behavior of local governments. This paper analyzes the financial returns, performance gains and rent-seeking benefits of local governments behind the high housing prices. It points out that the “economic man ” nature of local governments will drive the local government to make all kinds of bounded rationality and promote the real estate prices to continue to rise .
