为遏止国际金融危机进一步扩散和蔓延,各国政府及全球各大央行相继出台多种救援方案,频繁推出财政货币政策措施。然而,国际金融危机是否见底尚无定论,贸易保护主义却已悄然抬头。2009年2月13日美国国会众议院在投票批准总额为7870亿美元的经济刺激计划时,还通过其中“购买美国货”的附加条款。消息一经披露,立即引起国际社会对贸易保护主义的担忧。近期世界贸易组织(WTO)报告了全球23个国家和地区近期出台的贸易保护措施,合计共有85项,调查结果显示贸易保护主义有进一步扩大的势头。蠢蠢欲动的贸易保护主义幽灵的出现,让这场国际金融经济危机的未来走向更加充满了不确定性。宁波作为长三角南翼的经济发达城市,外贸依存度较高,在此次金融危机中受到了直接的冲击。一旦贸易保护主义抬头,宁波经济必然受到更大的影响,对此我们应该引起高度重视。同时,日本在上个世纪作为国际贸易的最大受益者之一,也是贸易摩擦的最大受害者之一,在应对贸易摩擦方面,日本作了大量积极的探索。目前,日本从规避、转移、应对三个层面,构建了较为有效的防范体系,其经验对我们应对贸易摩擦、构筑稳定外部环境具有借鉴作用。

The results of the survey show that trade protectionism has been further expanded. The advent of the ghost of trade protectionism around the corner is making the future of this international financial and economic crisis even more uncertain. As an economically developed city on the southern wing of the Yangtze River Delta, Ningbo has a relatively high degree of dependence on foreign trade and has been directly challenged by this financial crisis. Once the rise of trade protectionism, Ningbo’s economy will inevitably be more affected, which we should attach great importance. In the meantime, Japan, as one of the biggest beneficiaries of international trade in the last century, is also one of the biggest victims of trade frictions. Japan has made a large number of positive explorations in dealing with trade frictions. At present, Japan has built an effective prevention system from the three levels of evasion, transfer and response, and its experience serves as a reference for us to deal with trade frictions and build a stable external environment.
