以美国为首的西方国家都将信息技术作为武器装备发展的重要基础之一。西方军事专家认为,拥有能实时监视战场动态、搜集战场情报并适时发起攻击的武器系统是取得现代战争最后胜利的根本保证。而在追求“人员零伤亡”战争理念的今天,诉诸新概念的无人机无疑是实现这一目的最快捷、最可靠而又最诱人的途径。所谓无人机,系指由无线电遥控设备操纵或由程序控制装置控制的智能化无人驾驶飞行器。其发展过程经历了从无人靶机、指令遥控无人侦察机、预编程无人侦察机到复合控制多用途无人机几个阶段,目前正朝着集监视、预警、战场支援、攻击作战等多种功能于一身的方向发展。
