采用电子技术对旧机床(主要指技术老化落后,不能满足生产要求的机床)进行改造是提高设备精度和效率,优化设备结构,促进设备资源有效利用,使我国经济增长从粗放型向集约型转变的重要途径之一,而且由于技术的不断进步,机床改造也是个永恒的主题。 自70年代开始,我国机械制造能完全满足这些要求。因为任何新设备若干年后也要变成陈旧落后的,故他们必须在更新某些老设备的同时,采用电子技术来改造那些还有使用价值的旧机床。因为电子技术发展最快,其对机床的性能质量和结构改进的影响最大,同时也是使许多传统的旧机床提高加工精度、效率、自动化程度和重新焕发青春的最有效的技术。正因为如此,人员素质低之外,我国拥有的机床技术比较陈旧落后,特别是数控、高效和自动化机床的占有率低,不能不说是一个很重要的原因。例如,据1989年的统计数据,美国拥有金切机床1870753台,其中役龄少于10年的占40%,数控机床占10.9%,高效自动和半自动机床占60%以上;1994年日本公布的统计
