在现代战争中使用计算机可以追溯到几十年以前,从动员人力物力投入作战区域到检索情报数据、增进武器的精确打击能力,计算机曾发挥过多种作用。然而在最近的冲突中,我们发现计算机逐渐变为一种“作战手段”(武器),现代部队正忙于发展信息技术,即“作战手段”。本文着重论述了国际人道法中最具深远意义的问题,即在21世纪的冲突中,逐渐形成的以网络为中心、四维的作战形式中,如何运用信息技术的问题。[1]
The use of computers in modern warfare dates back decades ago, from mobilizing manpower and material resources into combat zones to retrieving intelligence data and enhancing the precision strike capability of weapons. Computers have played a number of roles. In the recent conflicts, however, we have found that computers have gradually become a “means of warfare” (weapons) in which modern forces are busy developing information technology, “means of warfare.” This article focuses on the most profound issue of international humanitarian law, namely, the question of how to use information technology in the emerging web-centric and four-dimensional warfare in the 21st century.
