小型农田水利工程量大、面广、线长、点多,面对农村一家一户分散经营和大量劳动力外出务工的现状,加之小型农田水利施工保障条件有限、运行较为困难,大量的小型水利工程施工管理主体缺乏、体制机制不全,严重影响着工程使用寿命和工程效益的发挥。本文着重讨论一下小型农田水利工程施工管理的对策。
