如何将大会精神学习、领会好,更好地发挥地方最高权力机关作用,发挥人大立法、监督作用?我们应该认识到是“学”要深入,“做”要踏实,注重学用结合、知行合一,以知促行。如何一手抓思想教育,增强理想信念,一手抓制度建设,阻塞运行漏洞?我们认为要从源头抓起,从反腐抓起,建立健全制度,抓早抓小,完善内控机制,把权力关进制度的笼子,做到行事有法可依、有章可循、有制可尊,才能堵住贪腐漏洞,扎紧欲腐篱笆。
