住房补贴的使用效果及其影响因素分析是政策改进的依据。在个人住房消费效用理论分析的基础上,论文构建了含有住房补贴因子的住房消费模型。基于对上海市廉租房货币配租享受家庭的入户调查资料,论文对租赁住房补贴的使用效果进行评价。论文运用logistic模型,对影响住房补贴使用的影响因素进行实证分析。研究结论是,应从住房补贴计算方法、发放形式、发放标准以及住房保障体系构建等方面的改善来提高租赁住房补贴政策效果。
The use of housing subsidies and its influencing factors analysis is the basis for policy improvement. Based on the theoretical analysis of personal housing consumption utility, the paper constructs a housing consumption model with housing subsidy factor. Based on the household survey data of Shanghai’s low-rent housing rent sharing, the paper evaluates the effect of the rental housing subsidy. The paper uses the logistic model to make an empirical analysis of the influential factors that affect the use of housing subsidies. The conclusion of the study is that we should improve the effect of the policy of subsidized housing renting by improving the methods of calculating the housing subsidies, the forms of payment, the standards of payment and the construction of the housing security system.
