目的从公平性的角度评价新医改后广州市社区卫生人力资源配置,为今后社区卫生人力资源合理配置评价方法提供实践依据。方法对广州市115家政府办社区卫生服务中心进行普查,主要采用洛伦茨曲线(Lorenz curve)和基尼系数(GINIcoefficient)等指标对人力资源配置公平性进行评价。结果 2013年广州市社区卫生服务中心核定编制数、在编在岗人数、卫生技术人员数的公平性分析,按服务人口配置的Gini系数均在0.33以下,按服务面积配置的Gini系数则达0.66左右;不同职称、学历、年龄段按服务人口配置的Gini系数在0.34~0.72之间,按服务面积配置的Gini系数在0.64~0.93之间。结论广州市社区卫生人力资源整体配置的人口公平性优于地理公平性,在职称、学历、年龄等结构方面的配置存在不公平性。
Objective To evaluate the allocation of community health human resources in Guangzhou after the new medical reform from the perspective of fairness and to provide a practical basis for the evaluation of the rational allocation of community health human resources in the future. Methods A total of 115 government-run community-based health service centers in Guangzhou were surveyed. The Lorenz curve and Gini Coefficient were used to evaluate the fairness of human resource allocation. Results In 2013, Guangzhou City Community Health Service Center approved the establishment of the number of staff in posts, the number of health workers, the fairness analysis, according to the distribution of the service population Gini coefficients are below 0.33, according to the service area configuration Gini coefficient is up to 0.66 The Gini coefficients of different job titles, academic qualifications and age groups according to the service population are between 0.34 and 0.72, and the Gini coefficients configured according to the service area are between 0.64 and 0.93. Conclusion The population fairness of the overall configuration of community health human resources in Guangzhou is superior to the geographical fairness, and there is unfairness in the allocation of professional title, education level and age.
