公路是国民经济和社会发展的重要基础设施,也是为社会公众服务的公益设施,它事关国民经济发展大局,又涉及人民群众衣、食、住、行的基本利益。因此,加强公路养护管理工作,既是国民经济和社会发展的客观需要,又是公路事业自身发展的内在要求。随着社会主义市场经济的发展,湖南省各级公路养护管理机构在养护机制改革方面做了大量工作,取得了初步成效。 The highway is an important infrastructure for the national economy and social development as well as a public welfare facility for the public.
