福建省人民政府通令(府民行字第○二一一二六号)奉华东军政委员会一九五○年十月十四日东办秘字第八○七号指复苏北人民行政公署令一件内开:「为逃亡在外地主、富农份子要求在现住地区分配土地能否发给证明书一案,兹核复如下:(一)如系一般逃亡在外的地主或富农份子,现居城镇已谋得职业或从事其它劳动,能维持生活者,无庸证明。(二)如现居乡村,能够并愿意从事农案劳动,而有现住地区乡人民政府证明,确在该地落户,街无职案者,可证明其原来身份及原籍未留土地情况等,由现住地人员政府依据土地情况分给土地。」等因,希即知照。此令。主席张鼎丞一九五○年十月二十八日
