烟草专卖零售许可证管理是烟草行业管理过程当中重要组成部分,对保障烟草行业的健康发展具有一定的帮助。目前在烟草专卖零售许可证管理过程当中还存在不少问题,烟草专卖零售许可证管理过程当中存在的法律风险就是其中一个组成部分。论文从烟草专卖零售许可证管理依法管理的重要性出发,分析烟草专卖零售许可证管理过程当中存在的法律风险,主要包括:烟草专卖零售许可证办理过程中的法律风险、烟草专卖零售许可证发放过程中的法律风险、烟草专卖零售许可证管理人员腐败产生的法律风险,最后提出烟草专卖零售许可证管理过程当中法律风险管理对策,要制定和执行烟草专卖零售许可证办理制度、明确烟草专卖零售许可证发放流程、加强烟草专卖零售许可证管理人员廉政建设。
