一、目前状况 当前,永兴纸厂效益低,活力不足,处境十分困难。主要表现在:一设备落后、产品单一、档次低、规模小、质量差、竞争力弱;二、企业负债率高,自有生产经营资金占全部流动资产的比重小,资金短缺,原材料供应紧张,致使开工不足;三、人才奇缺,具有中专以上文化程度不到6%,技术、管理人员屈指可数;四、领导班子素质低、懂生产、善经营人少;五、企业由于多种因素影响,企业形象、凝聚力差,跳槽现象严重;六、观念转变慢、机制不活,严重缺乏激励机制,风险机制和约束机制。 二、永兴纸厂要真正走出困境,
