电力工业是推动经济发展的基础产业,随着全球电力市场化的继续推进,电力监管的重要性日渐突出。相对于欧美发达国家,我国电力工业市场化改革刚刚开始,电力监管是一个新生领域,发展得并不完善和健全,相关法律制度尚不健全和完善。美国是“监管资本主义”的典范,美国的电力工业市场化程度高,其较完善的电力监管相关制度和电力监管立法方面的经验值得我国参考和借鉴。
Electricity industry is the basic industry to promote economic development. As the marketization of global electricity continues to advance, the importance of electricity regulation has become increasingly prominent. Compared with the developed countries in Europe and the United States, the market-oriented reform of China’s electric power industry has just begun. Electricity regulation is a newborn area, and its development is imperfect and sound. The relevant legal system is still not perfect and perfect. The United States is a model of “regulatory capitalism”. The power industry in the United States has a high degree of marketization. Its comparatively sound experience in electricity regulatory systems and electricity regulatory legislation deserves our reference and reference.
