中央与地方分权问题是最典型的宪法问题之一。在中央与地方关系基础上形成的国家结构形式直接关系到国家职能的实现,关系到国家的统一和分裂,是宪法对公共权力进行纵向配置的形式。瑞士学者J.布莱泽著的《地方分权——比较的视角》一书,所反映的地方分权知识以及思想,乃是基于西方的实践与理论,可以成为我国社会主义法治建设的一面镜子。
Central and local decentralization is one of the most typical constitutional issues. The form of the state structure formed on the basis of the relations between the central government and the local governments has a direct bearing on the realization of the functions of the state and on the unification and division of the country. It is a form of longitudinal configuration of public power by the Constitution. The book “Local decentralization - comparative perspective” by Swiss scholar J. Blazer shows that the local decentralization knowledge and ideas are based on western practices and theories and can become one of the aspects of the construction of the socialist legal system in our country mirror.
