位于三峡工程坝区库首的秭归县,全县地域面积2427平方公里,辖7镇7乡,466个村,3281个村民小组,41万人。据长江水利委员会实物指标调查,三峡工程坝区征地和库区水位线以下涉及全县11个乡镇(场)、154个村、530个村民小组,67506人。三峡工程蓄水后,长江回水将把全县切割成7个半岛。有1座县城、8个集镇和6个场镇需易地迁建。1991年,经国务院批准,秭归县城由归州镇东迁38公里至茅坪镇建立新县城。库区的6个县直卫生单位(县医院、县中医院、县卫生防疫站、县妇幼保健所、县药检所、县卫校)均要随县城东迁重建。我们抓住移民大搬迁的机遇,将县直6个卫生单位合并重组为“两个中心”,实现了卫生资源的优化配置,促进了县直卫生单位整体顺利搬迁,达到了国家卫生部提出的“为三峡移民搬迁地区卫生机
Located in Zigui County, the head of the Three Gorges Project dam area, the whole county has a total area of 2,427 square kilometers, 7 towns, 7 townships, 466 villages, and 3,281 villagers’ teams, 410,000 people. According to the survey of physical indicators of the Changjiang Water Conservancy Commission, the Three Gorges Project area below the land acquisition line and the reservoir water level line involves 11 townships (fields), 154 villages, 530 villager groups and 67,506 people in the county. After the impoundment of the Three Gorges Project, the Yangtze River backwater will cut the entire county into seven peninsulas. One county, eight market towns, and six towns need to be relocated. In 1991, with the approval of the State Council, Zigui County moved 38 kilometers from Guizhou Town to Maoping Town to establish a new county seat. The six county-level health units (county hospitals, county hospitals, county health and epidemic prevention stations, county maternal and child health clinics, county drug labs, and county health schools) in the reservoir area all have to reconstruct with the county’s eastward migration. We seized the opportunity of relocating the immigrants and merged and reorganized the county’s six health units into two centers.
