自一九四八年秋第三次全省教育会议后,一年半以来,山东的中等学校工作,无论在老区的恢复舆整理上及新区的接管舆改造上,均收到了显着的成绩。主要表现在:一般贯彻了政治思想教育的方针,初步改造了学生的思想,树立了为人民服务的学习观点;重视了文化教育,学生的文化程度开始有了提高;组织了教师的学习与训练,提高了教师的政治认识,转变了教师的工作态度,注意了业务研究,教学工作因而也开始有了若干改进。初步建立了某些制度,所有这些就给今后山东中等学校工作的继续改进与提高,打下了可靠的基碍。但在我们的中等学校工作中还存在着不少的缺点:学生程度低而且参差不齐,不仅增加教学困难,且减弱教学效果;大多教师远不能运用新观点新方法进行教学;学校领导,还未把教师工作予以应有重视;课外活动还存在着某些混乱舆盲目现象;对学生健康,尚未引起应有的重视;学校行政领导上远存在着事务主义与经验主义作风,还采用突击方式,来领导教学,民主精神发扬不够,工作中还存在着若干游击主义习气,加之行政领导深入具体帮助不够,因而使我们的中等教育工作没有获得应有成绩。
