上海第九次党代会提出的新一轮发展战略中,科学发展、和谐发展是鲜明的主题。和谐社会建设作为一种价值理念和战略思想,作为中国特色社会主义的本质体现和科学发展观的内在要求,在上海未来发展总体战略布局中,具有总揽全局的指导作用,对进一步开创“四个中心”和现代化国际大都市建设的新格局有着不可忽视的重要意义。领会与贯彻这一时代命题,必须注意正确把握四个问题。
