国际上一般把1957年苏联第一颗人造卫星上天,看作是全球信息革命开始的标志。经过数十年的发展,信息科学及其相关技术已日趋成熟。信息已成为现代人生存和发展的一大要素。在信息化社会的今天,战争的样式也将变得面目全非,天空、海洋、陆地、外层空间等都成了战神可能光顾的地方。世纪之交,信息战这种崭新的战争形态,开始闯入人类的视野。当今世界各大国的军界几乎都持有同样的观点:
