通过考察北魏时期官员俸禄制度的沿革与转型,指出北魏时期的俸禄制度作为当时政治制度的一项重大改革,同与之相关的廉政监察机制共同起到了澄清吏治、缓和社会矛盾和稳固政权的作用。通过考辨北魏“增俸养廉”的嬗变过程,认为官员俸禄制度的推行可以对廉政法治建设起到辅助作用。所谓的“增俸养廉”是为了满足官员的基本生活需要,但是如果不能建立规范的监察约束机制,那么从北魏后期的历史事实判断,优厚的俸禄则会与封建社会的贪腐痼疾共同存在。
