政府对创新的投入与科技人员创业之间似乎存在矛盾,实证分析发现,政府研发资金投入越高的地区,科技人员创业意愿越低,地区市场化进程会加强这种负面联系,助创环境则可以缓解这种负向作用。因此各地区的助创环境建设与市场化进程应协调一致,共同发展,平衡创新投入与创业之间的关系,促进创新驱动型经济的健康发展。
There seems to be a contradiction between the government’s investment in innovation and the start-up of science and technology personnel. Empirical analysis shows that the higher the investment in R & D funds is, the lower the entrepreneurial will of science and technology personnel is.
