治理理论的兴起、市场的巨大发展,从根本上要求政府改变其全能的角色和地位,第三部门逐渐成为承担政府社会治理功能的载体。但我国的第三部门起步较晚、发展缓慢,存在有种种缺陷,制约了其治理功能的发挥。本文着重从第三部门与政府的关系、管理体制、法律体制、组织自身能力等方面探讨第三部门治理功能的实现。 The rise of governance theory and the tremendous development of the market fundamentally require the government to change its almighty role and position. The third sector has gradually become the carrier of assuming the government’s social governance. However, the third sector in our country started relatively late and developed slowly with various shortcomings that restricted the development of its governance functions. This article focuses on the realization of the governance functions of the third sector in terms of the relationship between the third sector and the government, the management system, the legal system and the organization of its own capabilities.
