十八大报告明确提出“五位一体”的战略方针,将生态文明建设放在突出地位。城市建设作为生态文明建设的有机组成部分,可从城市社会生态、城市经济生态、城市人居生态、城市交通生态和城市环境生态角度,实现城市生态建设的“五位一体”新格局。结合张家港的自然条件和城市发展特征,编制《张家港市生态建设规划》,制定生态建设工程三年行动计划,以项目化、工程化确定张家港市生态建设内容。通过重点项目的实施和带动,以实现城市生态质量显著提升,城市特色更加彰显,生态屏障更加牢固,生态环境更加宜居。
The 18th National Congress of the Communist Party made it clear that the strategic principle of “five in one” should be put forward and the construction of ecological civilization should be given prominence. As an organic part of ecological civilization construction, urban construction can realize the new pattern of “five in one” of urban ecological construction from the perspective of urban social ecology, urban economic ecology, urban living ecology, urban traffic ecology and urban environmental ecology. Based on the natural conditions of Zhangjiagang and the characteristics of urban development, the “Zhangjiagang Ecological Construction Plan” was formulated and the three-year action plan of ecological construction project was drawn up. The ecological construction contents of Zhangjiagang City were determined with the project and engineering. Through the implementation and promotion of key projects, the urban ecological quality has been significantly improved, the urban features have become more prominent, the ecological barrier has become firmer, and the ecological environment has become more livable.
