数据密集型科研范式下,科学数据的开放共享成为保障科技创新的重要举措,一些国家和科研机构制定了不同种类、不同类型、不同目的的科学数据开放政策,来保障科学数据的开放。文章梳理总结国外科学数据开放政策,以整体性、系统性视角重构科学数据开放政策保障体系,并将其应用到上海张江高科技园区的科学数据开放政策保障现状调研和分析中,为制定我国科学数据开放政策提供参考和借签。
Under the data-intensive research paradigm, the open sharing of scientific data has become an important measure to guarantee scientific and technological innovation. Some countries and scientific research institutions have formulated scientific data open policies of different types, different types and different purposes to ensure the opening up of scientific data. The article reviews and summarizes the open policy of foreign scientific data, reconstructs the open policy guarantee system of scientific data from a holistic and systematic perspective, and applies it to the investigation and analysis of the open policy of science data openness in Zhangjiang Hi-Tech Park in Shanghai.
