党的纪检部门在查处违纪案件过程中遇到取证不全、难以定性的情况时 ,将涉嫌违纪干部移交相关组织部门改作组织处理的办法看似可行 ,实则存在一定的负面效应 :它既暴露了办案纪检部门立案上的不慎和查案上的无奈 ;又暴露了相关组织部门在处理涉嫌违纪干部问题上的随意性和组织工作深层次的吏治人治问题 ;也使得举报人、当事人和知情人中的好人受气、坏人得意 ;还会给社会造成多方面的负面影响。因此 ,此法不可多用 ,更不可滥用 ,最好不用。
