根据现阶段我国的国情,迫切需要进一步调整中央与地方关系,依法明确划分中央与地方的职责权限,构建中央政府与地方政府的合理分权体制。本文重点从分权的原则,分权的模式改革目标以及对现有的分权体制的法制化改革等若干问题提出了一些立法建议。 According to China’s national conditions at this stage, there is an urgent need to further adjust the relations between the Central Government and the local authorities, clearly define the powers and responsibilities of the central and local governments according to law, and establish a reasonable decentralization system between the central government and local governments. This paper puts forward some legislative proposals on the issues of the principle of decentralization, the goal of the decentralization model reform and the legalization reform of the existing decentralization system.
