1983年以来,各行业的勘测设计单位相继实行了技术经济责任制,在工作效率和产值上都取得了很大成绩。但是也出现了一些忽视质量的倾向。国家计委非常重视这个苗头,为此召开了一系列会议,并专门发了(85)1000号文件,号召全国勘测设计单位为提高质量、水平、效益而奋斗。抓得非常必要,也很及时,已经引起了人们的初步重视。提高设计质量是个比较复杂的问题,而且有一个认识过程。水利水电勘测设计产品如何提高质量?如何保证设计的科学性?本文试图就这些问题提出一些意见,与同行们共同探讨。
Since 1983, survey and design units in various industries have successively implemented the technical and economic responsibility system and have achieved great success in terms of work efficiency and output value. However, there has also been a tendency to ignore quality. The State Development Planning Commission attaches great importance to this sign, holding a series of meetings for this purpose and specially issued (85) Document No. 1000 calling on the national survey and design institutes to strive for the improvement of quality, level and efficiency. Grasping very necessary, but also very timely, has aroused people’s initial attention. Improve the quality of the design is a more complex issue, but also a cognitive process. How to improve the quality of water conservancy and hydropower survey and design products? How to ensure the scientific design? This article attempts to put forward some opinions on these issues, and colleagues to discuss.
