人力资源虚拟化或虚拟人力资源是随着虚拟组织的兴起而出现的一种提法,把虚拟人力资源定义为“一种基于合作关系并利用信息技术来帮助组织获取、开发和配置人力资本的网络组织”。因而可以说,从其本质而言,人力资源虚拟管理是一种基于企业协作网络与计算机信息网络化的管理模式。其内涵主要是指企业内部人力资源管理部分职能被逐渐分离出来,由社会或其它组织承担,并由它们为企业提供服务,即人力虚拟管理职能的外包化。
