目的了解新疆生产建设兵团(简称兵团)石河子地区(又称第八师)疾病预防控制机构人力资源状况,探讨师(市)、团两级疾病预防控制机构人力资源存在的问题。方法导出2015年石河子地区师(市)级和14个团级疾病预防控制机构填报的国家疾病预防控制基本信息系统卫生服务能力数据,进行统计学分析。结果石河子地区疾病预防控制机构在编人员总数占批复编制人员总数的78.54%,其中师(市)级在编人员所占比例88.89%,团级在编人员75.23%,师(市)级在编人员比例高于团级;师(市)级疾病预防控制机构人员本科学历比例最高、占69.2%,其次是大专学历、占21.5%;团级大专学历比例最高、占52.9%,其次是中专学历、占32.8%,差异有统计学意义(χ2=86.684,P<0.05);师(市)级45岁~组比例最高、占36.9%,其次为25岁~组、占30.8%;团级45岁~组比例最高、占50.6%,其次为35岁~组、占38.5%,差异有统计学意义(χ2=30.553,P<0.05);师(市)级无技术职称人数比例最高、占29.2%,无技术职称、初级、中级、高级职称比例为1.19∶1∶1∶0.88;团级则以中级和初级职称比例高、占48.3%和41.4%,差异有统计学意义(χ2=48.799,P<0.05)。结论石河子地区师(市)、团两级批复编制人员不足,团级编制内人员空编率较高;师(市)级职称结构分布不合理;团级专业人员结构不合理,学历低,年龄出现断层,有老龄化趋势;应合理设置人员编制,激活用人机制,优化结构;加强团级疾病预防控制机构人才队伍建设。
Objective To understand the human resource status of disease prevention and control institutions in Shihezi region (also known as the eighth division) of Xinjiang Production and Construction Corps (abbreviation: Corps) and to probe into the human resource problems of disease prevention and control institutions at division (city) and regiment level. Methods Data of health service ability of basic information system of national disease prevention and control reported by teachers (cities) and 14 disease prevention and control agencies in Shihezi district in 2015 were derived and statistically analyzed. Results The total number of staff in Shihezi disease prevention and control institutions accounted for 78.54% of the total number of approved writers, of whom 88.89% were in the editor-in-chief (city) level, 75.23% The proportion of staff is higher than that of the regiment level; the highest proportion is undergraduate education at the teacher (city) level of disease prevention and control institutions, accounting for 69.2%, followed by the tertiary education, accounting for 21.5%; the highest level is the college education (52.9%), followed by the secondary (32.8%), the difference was statistically significant (χ2 = 86.684, P <0.05); the highest was in the group of 45 years old at the teacher (city) level, accounting for 36.9%, followed by the 25 years old ~ 30.8% 45 years old ~ the highest proportion of the group, accounting for 50.6%, followed by the 35-year-old group, accounting for 38.5%, the difference was statistically significant (χ2 = 30.553, P <0.05) 29.2%, no technical titles, junior, intermediate and senior professional title ratio of 1.19:1:1:0.88; group level then the intermediate and junior titles, accounting for 48.3% and 41.4%, the difference was statistically significant (χ2 = 48.799 , P <0.05). Conclusion There is not enough staff in the Shihezi (city) and regiment levels for approval in the Shihezi region, and there is a high vacancy rate of staff in the regiment-level compilation. The structural distribution of professional titles in the Shihezi district is irrational. The regimental structure of regimental-level professionals is irrational, with low education level and age The emergence of faults, aging trend; staffing should be set reasonable to activate the employment mechanism, optimize the structure; strengthen the group disease prevention and control institutions personnel team building.
