公路是国民经济的基础设施,改革开放以来公路事业取得前所未有的大发展,特别是近十年来公路事业进入了一个健康发展的新时期,到2004年底全国公路通车里程达到187万公里。但是,由于公路建设市场制度不健全,市场秩序也不规范,产生许多问题需要通过管理创新来解决。为了深化我国公路建设市场管理改革,提高公路工程建设管理水平,保证工程质量和投资效益,规范公路建设市场秩序,中国公路建设行业协会从2003年开始提出公路工程设计施工总承包课题研究,2004年组织有关会员单位进行调研,收集和掌握了大量相关资料。根据2005年全国交通工作会议精神,结合公路建设市场实际,就公路工程实施总承包的有关问题提出如下建议。
Highway is the infrastructure of the national economy. Since the reform and opening up, the cause of highway has made unprecedented development. Especially in the past ten years, the cause of highway has entered a new era of healthy development. By the end of 2004, the national highway mileage has reached 1.87 million km. However, due to the imperfect market system of highway construction and the non-standard market order, many problems need to be solved through management innovation. In order to deepen the reform of China’s highway construction market management, improve the management level of highway construction, ensure the project quality and investment benefit, and standardize the market order of highway construction, China Road Construction Industry Association proposed the research on the general contracting of highway engineering design and construction from 2003 onwards Organize relevant member units to conduct research, collect and master a large amount of related materials. According to the 2005 National Transportation Conference, combined with the actual highway construction market, the general contracting of highway projects put forward the following proposals related to the issue.
