(一)总则一、本省私营煤矿井上下安全生产,均照本简则办理之。二、各矿必须有保安组织,除经理、工程师系事故当然责任者外,并须设专人负责,建立安全责任制。三、保安人员须具有采矿技术及服务三年以上,确有经验者充任之。四、保安人员执掌全矿保安一切业务,每日应填保安日志,每月须举行保安检查,及总结经验教训,并报告当地政府及主管机关。(二)采掘五、采掘须按计划进行,计划需分全年、半年、季并附图呈送主管 (A) General Provisions First, the safe production of private coal mines in the province is governed by the Rules.
