对水资源进行价值补偿是解决我国现阶段水资源短缺和水污染问题的重要手段之一,解决好水资源价值补偿问题是实现资源、环境、社会可持续发展的前提。实施水资源价值补偿政策可能导致的物价水平上升是关系到人民群众生活水平和社会稳定的重要问题。在实施水资源价值补偿政策之前,对实施这一政策可能引起的物价上涨幅度进行定量分析是十分必要的。本文运用投入产出模型计算苏南太湖地区水资源价值按一定比例(分别为1%、2%、3%、4%、5%、6%、7%、8%、9%、10%、100%)补偿对物价水平影响的大小(引起物价上涨幅度分别为0.17%、0.42%、0.50%、0.75%、0.83%、0.99%、1.16%、1.34%、1.49%、1.65%、16.51%),结果说明按一定比例(<10%)补偿不会引起物价的较大波动,实行水资源价值补偿是可行的,利大于弊。
The compensation of water resources is one of the important measures to solve the problem of water shortage and water pollution in our country. To solve the problem of water resources value compensation is the premise of realizing the sustainable development of resources, environment and society. The price level rise that may be caused by the implementation of the water resources compensation policy is an important issue that concerns the living standards and social stability of the people. Before implementing the water resources compensation policy, it is necessary to conduct a quantitative analysis on the possible price rise caused by the implementation of this policy. This paper uses the input-output model to calculate the value of water resources in the Taihu Lake in southern Jiangsu by a certain percentage (1%, 2%, 3%, 4%, 5%, 6%, 7%, 8%, 9%, 10% 100%) compensated the impact of the price level (causing the price increases by 0.17%, 0.42%, 0.50%, 0.75%, 0.83%, 0.99%, 1.16%, 1.34%, 1.49%, 1.65%, 16.51% respectively) The result shows that compensating according to a certain proportion (<10%) will not cause great fluctuation of price. It is feasible to implement compensation of water resources value, which outweigh the disadvantages.
