目的识别和评估第14届国际泳联世界游泳锦标赛期间浦东新区潜在的公共卫生风险,以减轻与消除比赛期间潜在的公共卫生风险,建立并完善区县级风险评估体系,为日后大型活动的专题风险评估及日常风险评估提供依据。方法采用头脑风暴法与专家会商法,开展两轮风险识别;采用风险矩阵法进行风险评估;采用Kendall协调系数,评价专家的评分一致性。结果经两轮风险识别,确定了51种公共卫生风险,其中传染病32种、健康危险因素19种,并评估出高、中、低三个等级的风险。结论经风险评估,世游赛期间,台风、霍乱、核恐怖事件、饮用水污染、火灾事故、踩踏事件、环境污染事件等12种是高风险公共卫生事件。
Objective To identify and evaluate potential public health risks in Pudong New Area during the 14th Fina World Aquatics Championships to mitigate and eliminate potential public health risks during the competition and to establish and improve risk assessment system at district and county levels for future large-scale activities Risk assessment and daily risk assessment provide the basis. Methods The method of brainstorming and expert consultation were used to carry out two rounds of risk identification. The risk matrix method was used to evaluate the risk. The Kendall coordination coefficient was used to evaluate the consistency of experts’ scores. Results After two rounds of risk identification, 51 kinds of public health risks were identified, including 32 kinds of infectious diseases and 19 kinds of health risk factors. The risks of high, medium and low levels were also evaluated. Conclusion During the World Tourism Games, 12 kinds of high-risk public health incidents, such as typhoon, cholera, nuclear terrorism, drinking water pollution, fire accidents, stampedes and environmental pollution incidents, were conducted during the risk assessment.
