本文从政府管理的视角出发,以食品质量安全信息管理制度和管理体系为研究重点,从信息监管主体、信息机制、信息管理支撑体系和信息管理法律体系四个方面对美国、日本和欧盟的食品质量安全信息管理制度进行了介绍,提出了提高我国食品质量安全管理水平应从完善信息管理制度着手的观点,提出了明确管理职责、加强信息交流、强化风险意识和完善法规制度的对策。
In this paper, from the perspective of government management, food quality and safety information management system and management system as the research focus, from the information regulatory body, information mechanism, information management support system and the legal system of information management, the United States, Japan and the EU food Quality and safety information management system was introduced, and put forward to improve China’s food quality and safety management should improve the information management system from the point of view, put forward a clear management responsibilities, and strengthen information exchange, strengthen risk awareness and improve the legal system and countermeasures.
