为了进一步深化干部人事制度改革,提高选人用人公信度,庆阳市从2009年7月份开始,探索开展了以“两公开五差额”(即:公开选任职位及要求、公开选任方法及程序,差额提名、差额推荐、差额考察、差额酝酿、差额表决)为重点的差额选任领导干部试点工作,全市共差额选任县处级领导职位6个,在3个试点县差额选任科级职位10个。通过推行差额选任方式,实现了干部选拔任用工作从组织提名向多元提名、从职级推荐向职位推荐、从单位内部推荐向内外结合推荐、从等额选任向差额选任、从封闭运行向公开透明的转变,赢得了广大干部群众的充分肯定和一致好评,为健全完善竞争性选拔干部机制探索了路子,积累了经验。
