在新中国成立后的前十七年中,国家以行政干预的方式,对各类旧文艺生产传播机构、传播者进行大规模改造,建立普及全国的组织严密的“人民文艺”传播网络。为推动“人民文艺”的传播,清除封建主义、资本主义的旧文艺,文艺界曾在“推陈出新”与“以新代旧”之间反复摇摆,由此产生政治意识形态与民间艺术趣味相互纠缠、博弈的复杂文艺景观。文艺界一方面通过控制传播网络规训文艺的生产与传播,另一方面又通过按需要有计划地组织文艺生产,通过各种传播媒介相互配合、增强传播资源的流动性、各种艺术形式相互改编等,有效地拓展“人民文艺”的传播疆域,提高其传播效率与传播能量。
