In 1920, the remnants of the White Army that were defeated by the Soviet Red Army fled abroad. In September 1924, General Wrangell announced the resignation of exiled troops to the Russian Federation of Military Unions (POBC). In 1928 April, Wrangel died, the Federation presidency took over by the Secretary General Kurtov, he was abducted in 1930 by Soviet agents, Yevgeny Miller as chairman. During the Soviet-Russian civil war, Miller, as the governor of Russia and the commander in chief of the armed forces, led the armed forces in conducting anti-Soviet activities. Lieutenant-General Miller disappeared in Paris at noon on September 22, 1937.
