关于中国与非洲的农业合作,现有研究从经济、社会、文化、制度等多个视角,在合作模式、理念和政策制定层面进行了各种探讨。本研究以中国援助埃塞俄比亚的农业技术示范中心为案例,侧重从制度的视角深入分析农业合作的运行过程,以及示范中心专家看似即兴的行为,并探究其后的运行逻辑。研究发现,此合作过程呈现了中国农业推广体系的制度特征,同时也有适应当地社会文化制度而作出的改变;即是中方人员根据工作要求和个人客观经验在异域模仿国内规则建立“新”制度,并为促成其有效运行而以特有方式进行适应性调整的过程。
With regard to agricultural cooperation between China and Africa, the existing studies have conducted various discussions on the modes of cooperation, ideas and policy making from the perspectives of economy, society, culture and system. Taking China’s assistance to Ethiopia’s agricultural technology demonstration center as a case study, this study focuses on the in-depth analysis of the operation process of agricultural cooperation from the institutional perspective and the seemingly improvisational behavior of the experts of the demonstration center and explores the logic behind it. The study found that this cooperation process presented the institutional characteristics of China’s agricultural extension system and also made changes to adapt to the local social and cultural system. That is, Chinese personnel established a “new” model of imitating domestic rules based on job requirements and individual objective experiences in the foreign countries. System, and adaptively tailor its processes to facilitate its efficient operation.
