‘一國的民主程度,可由其選舉制度確切地表明。選舉制度的是否民主,可以由其人民是否真能選舉他們所信任的代表,並由他們自由提名以爲衡量’。在我國雖然從光緒皇帝起,就唱起憲法的調子,袁世凱、曹錕、蒋介石之流也鬧過選舉,但實際上都是自封爲皇帝、總統、總理。人民並没有参與過選舉。我國人民真正享受民主權利,運用自己的選舉權,則是中國共産黨诞生以後的事,並且是從中國共産黨建立革命根據地時候開始的。當一九二二年,中國共産黨二次代表大會在规定反帝反封建的政綱時,就突出地提出工農男女在各級議會有無限的選舉權。一九二七年紅色政權建立時,工農兵代表會議的政府也隨卽出現。到了抗日戰争時期,由於毛澤東思想的確
The degree of democracy in a country can be precisely demonstrated by its electoral system. Whether or not the electoral system is democratic can be freely measured and nominated by its own people if they really can vote for what they trust. Although in our country the tone of the Constitution has been sang since the Emperor Guangxu, the fate of Yuan Shikai, Cao Kun and Chiang Kai-shek has also been absent. The fact that our people truly enjoy the democratic rights and use their own right to vote is something after the birth of the Chinese Communist Party and it started when the Chinese Communist Party established a revolutionary base. When the Second Plenary Session of the Communist Party of China laid down a platform for opposing imperialism and feudalism in 1922, it prominently proposed that men and women of worker and peasant workers have the right to vote at all levels of parliament. When the red regime was established in 1927, the government of the workers, peasants and soldiers representatives meeting also appeared. By the time of the Anti-Japanese War, because of Mao’s thought indeed
